Fresh Start Housing Assistance Programs
These programs provide rental assistance and supportive services to homeless and at- risk of homelessness individuals and families, including ex-offenders. The program offers case management/ supportive services as the participants obtain and remain in stable housing. The supportive services help participants increase skills and/or income, with the goal of becoming self-sufficient.
Supportive services provided to program participants include assessing the needs of the individuals and/or families, monthly home visits and facilitating access to ancillary services such as health care, behavioral health care, housing placement, job training and placement, substance abuse treatment, food & transportation assistance.
HOME – HILI- Tenant Based Rental Assistance (TBRA)
Provides assistance with rent, utilities deposits, and supportive housing services up to 24 months to eligible households in the City of Dallas impacted by the High Impact Landlord Initiative (HILI).

Emergency Solution Grant (HESG) Essential Services
Provide eligibility determination and direct care services to homeless clients seeking assistance with benefit entitlement application process in the area of: Social Security Disability Benefits ( SSDI), Social Security Supplemental Income ( SSI), Temporary Assistance to Needy Families ( TANF), Medicaid, Medicare, Food Stamps, SCHIP, Workforce Investment Act, and Veterans Health Care, and other support services to enhance the quality of life and increase income/ skills for the target population.
Emergency Solution Grant (ESG-RR) Rapid Re-housing Program
The program provides financial and rental assistance to help individuals or families move quickly into permanent housing and achieve housing stability. Financial assistance is limited to rental application fees, security / utility deposits, last month’s rent and moving costs. Rental assistance is limited to a one-time payment up to 6 months of rent in arrears. Staff provides supportive services only direct services to clients to assist them with employment, housing, education, life skills, mentoring, substance abuse treatment and community services. DHA pays rent. NO TBRA
Project- Based Voucher Assistance Program (DHA)
Dallas Housing Authority and the City of Dallas in partnership provides Project- Based Voucher Assistance housing vouchers and supportive services to homeless families with children. Staff provides direct services to clients to assist them with employment, education, life skills, mentoring, and community services.
HOPWA Housing Services
Provides housing/ rental assistance and support services for persons living with HIV/AIDS and their families. Staff provides direct services to clients to assist them with employment, education, life skills, mentoring, substance abuse treatment and community services.
- Long-Term Rental Assistance – Only, 1 adult member must meet definition HIV/AIDS
- HOPWA Formula TBRA – At-Risk for homelessness. 1 adult member must meet definition HIV/AIDS), homeless with verification.
- HOPWA Homeless Outreach – stationed at AID Services Dallas / Hillcrest House – Outreach to shelters, streets, hospitals, nursing homes and other places to identify persons with HIV/AIDS who might be eligible for housing though ASD.
